They represent the sum of random and systematic error. 14CO is provided in molec / cm3. Unlike CO2, the CO mixing ratio is highly variable depending on where you are. Unlike e.g. 13CO2, the amount of 14CO is not proportional to the most common isotopologue 12CO.  For this reason per mil is not used in the literature.
